Develop and implement key HSE policies and processes for a strategically important chemicals research organization
AkzoNobel's Specialty Chemicals (SC) business area provides a wide range of high quality and sustainable ingredients that are integral to numerous key industrial processes worldwide. Thus we serve high profile customers in sectors including paints, detergents, foods, plastics, cosmetics, construction, pulp and paper, pharmaceuticals, electronics, agro and oilfield applications.
SC is supported by a major Research, Development & Innovation Center in Deventer, the Netherlands, where business unit (BU) teams and Expert Capability Groups create real value by innovating new products and improved chemicals processes. The Center is home to over 300 R&D experts and has global reach.
The Complex Organics Plant (COP) is a production facility within the Center that serves as a development partner for new products within the BU Polymer Chemistry and beyond. COP manufactures products on a commercial basis and facilitates the development of new technologies and expertise.
Within this context, your mission in this role is to support RD&I/COP by developing policies, procedures and guidelines across functions and in line with business needs, AkzoNobel (HSE) strategies and policies, and relevant legislation and standards. In doing so you minimize operational risks, maximize quality, and achieve top quartile safety and operational eco-efficient performance.
Is this a challenge that matches your profile as a result-oriented and innovative team player with relevant management experience? Have you developed the interpersonal and communications skills that will enable you to resolve conflicts of interest between stakeholders? Can you coach and develop your team? Above all, do you have what it takes to make a real difference within our dynamic, multinational and multicultural business environment?
If you offer all this and more, we invite you to apply for the position of
Compliance Officer RD&I
The role and its responsibilities
This is a highly responsible HSE position in which you can make a significant contribution to the development of the RD&I/COP ambitions. Crucially, the site is subject to the Seveso III Directive (BRZO ’15) and experiments and production involve physical and chemical processes using substances and compounds that are toxic, carcinogenic, oxidizing, explosive and thermic. Continuous safety measures are required to safeguard the prevention of fire and/or explosion, environmental pollution and damage to the AkzoNobel reputation.
Thus you perform a wide range of activities based on the development, management, implementation and maintenance of compliance systems. This requires you to identify and evaluate non-compliance issues and opportunities for improvement, and to advise line management on legal requirements, permit(s), IMS procedures and instructions, internal audits and SAQs. You also support technical projects in terms of compliance.
Further, you ensure the proper registration of compliancy related activities to authorities and AkzoNobel, update the VR report, and maintain the CMR register. You also conduct, evaluate and report on investigations following incidents and near misses.
In terms of permits you assure compliance with local and regional legal requirements, AkzoNobel Policy, Directives, Rules, and Procedures. You also keep permits up to date and communicate their implications to all stakeholders.
In addition you coordinate local audits and inspection, including Risk Inventories & Evaluations (RI&E), Corporate audits and inspections, and inspections by local and regional authorities. In doing so you act as the primary contact for authorities on compliancy related topics.
All of this demands the influencing skills necessary to explain and convince internal and external parties within an environment characterized by diverse interests, cultures and levels. It also requires you to keep up with internal and external developments, and to ensure the development, transfer and retention of knowledge and best practices. To this end you create and maintain significant networks, attend (inter)national conferences, and execute advocacy activities in favor of AkzoNobel.
